The National Security Technology Accelerator (NSTXL) harvests innovative technology from the commercial and non-defense marketplace, ensuring the development of better, cheaper, and faster defense capabilities. We offer a unique and simplified approach to rapidly develop, demonstrate, and assess prototypes that address a range of operational and installation needs, from individual Warfighter technology up to large-scale installation projects. NSTXL delivers technology to the Warfighter by serving as a one-stop shop to match government requirements with innovative private-sector and academic solutions.


Each of our OTAs is a distinct member-based not-for-profit with its own membership that is managed and serviced by NSTXL. Currently, our OTAs have more than 800 corporate, non-profit, educational, and financial institution members. For these members, NSTXL offers opportunities to bid on government contracts, education and training, and live/virtual forums on a wide variety of topics.


Job Description


The National Security Technology Accelerator (NSTXL), a rapidly expanding acquisition services provider, is actively seeking a dynamic and results-focused individual to take on the role of Director for the Space Enterprise Consortium (SpEC) Other Transaction Authority (OTA) initiative, with a strong focus on driving business development. As NSTXL takes the lead in managing SpEC, we are looking for a seasoned leader who can spearhead the initiative of cultivating and expanding revenue generation pipelines.


In this pivotal position, the Director will not only oversee the seamless operation of the endeavor but also place a strategic emphasis on forging and nurturing key business relationships. The primary objective of SpEC is to not only bridge the gap between military buyers and the commercial space sector but also to seize innovative business opportunities. The Director will collaborate extensively with government stakeholders while working in tandem with NSTXL's proficient staff to initiate novel prototype acquisition ventures, steer ongoing projects, and proactively pinpoint prospective prototype candidates to drive revenue growth.


The successful candidate will be at the forefront of propelling business development efforts by leveraging their astute market insights, cultivating collaborations, and identifying avenues to expedite revenue generation. This role requires a visionary leader who can champion the mission of SpEC with a keen eye on bolstering business engagements, all the while ensuring operational efficiency.



Responsibilities

  • Oversee the planning, directing, and timely execution of the program
  • Support, advise and assist the government customer, SSC, to execute an effective OTA program
  • Infuse entrepreneurial/start-up philosophies into the OTA innovation process for SpEC vehicle and community
  • Identify and secure new prototypes to the SpEC OTA via outreach and one-on-one meetings with government offices
  • Organize and oversee acquisition projects to bring the full suite of NSTXL services to bear for our clients
  • Represent SpEC at commercial and government conferences
  • Prepare SpEC reports, briefings, and after-action reports
  • Manage dedicated SpEC support team
  • Maintain accurate records on all activities related to the SpEC program
  • Suggest new offerings, services, and value-added enhancements to the SpEC program
  • Work with our government clients and commercial/academia innovators to ensure successful prototype completion in conjunction with other NSTXL staff
  • Actively and consistently engage with key stakeholders to maximize industry participation within the SpEC community (private sector, academia, and government)
  • Create a curated outreach plan that continuously identifies innovators and activities aligned to the SpEC scope

Job requirements

Qualifications

  • Bachelor’s Degree in software, engineering, business, or related field
  • 10+ years of successful experience managing complex government programs
  • Experience managing/familiarity with acquisition programs in accordance with DoD Instruction 5000.02
  • Track record of success in building and expanding programs/projects
  • Experience engaging with U.S. Military stakeholders at GO/SES level
  • Strong analytical, problem-solving, communication and public speaking capabilities
  • Good team working and team building skills
  • Strong ethics
  • Active Secret clearance with ability to qualify for Top Secret clearance

Preferred Skills/Experience

  • Strong relationships with Space Force, SMC program, and other relevant DoD stakeholders
  • Understanding of space technology community and ecosystem
  • PMP or DAWIA Level III
  • Active Top-Secret clearance

Travel:

Travel for this position is estimated at 30 and 40% dependent upon remote location
