Job Description


The National Security Technology Accelerator (NSTXL), a fast-growing acquisition services provider, is seeking a seasoned Hub Manager to oversee and coordinate the operations of hubs that focus on microelectronics research, development, and innovation. Each hub is intended to support one or more of the following technology areas: electronic warfare, artificial intelligence hardware, 5G/6G, quantum technologies, commercial leap-ahead technologies, and secure-edge computing/internet-of-things (IOT). Microelectronics is a field that deals with the design, fabrication, and application of small-scale electronic components and integrated circuits. NSTXL is the consortium manager for the Department of Defense (DoD) Microelectronics Commons program, which will be executed via the S2MARTS OTA. The Hub Manager will be a bridge between the NSTXL Microelectronics Commons Director, Government Subject Matter Experts within DoD and the Hubs that are awarded through the S2MARTS OTA. Working with the NSTXL Microelectronics Director and the other Hub Managers, the Hub Manager will establish a collaborative environment with the Government and Hub Leads to ensure operational and technical objectives of the program are achieved. The Hub Manager will coordinate with the Hub Lead on the details of all efforts and processes executed in support of this program within that Hub. The Hub Manager will be engaged with the Hub Leadership to track progress towards meeting desired end-state and success criteria as defined in the contract award and hub performers’ agreements. As each Hub may have different internal CONOPS, the Hub Manager will need to be engaged by understanding the Government success criteria and the Hub CONOPS. Your role will be crucial in driving advancements in microelectronics and supporting the development of new technologies that can have a significant impact on various industries. Effective leadership, communication, and strategic decision-making will be essential to excel in this position.


Responsibilities

  • Act as the working level interface with assigned Hubs, the government technical subject matter experts, and the Director regarding hub oversight and technical progress
  • Provide awareness for the government team and NSTXL on the latest in relevant microelectronics technology and industry and government current events of interest
  • Make recommendations on technology strategies, operations, and engagements both internal to the consortium and with non-members based on cross-hub insight
  • Identify opportunities for new research projects or applications and technology transition
  • Monitor and advise on hub programmatic execution, the development and growth of each Hub’s technical capabilities and human capital growth, and the development of self-sustaining business hubs
  • Support, advise and assist the government customer to execute an effective OTA program
  • Promoting the hub's achievements, capabilities, and services to potential collaborators, investors, and the public
  • Work closely with the membership specialist to build and deliver comprehensive Hub enablement and growth of the program.
  • Represent NSTXL & Microelectronics Commons at commercial and government conferences
  • Prepare internal & external reports, briefings, and after-action reports related to Hub activities and overall performance in support of assigned technical areas
  • Protecting the intellectual property of the hub and its researchers through patents, copyrights, or other means
  • Ensuring that the hub operates in compliance with relevant laws, regulations, and ethical guidelines

Job requirements

Qualifications

  • Bachelor’s Degree in software, engineering, microelectronics, or related field
  • 7+ years of successful experience managing technical government programs
  • Working knowledge of microelectronics and semiconductor technologies, supply chain, and/or ecosystem (e.g., CHIPS Act)
  • Experience with DoD science and technology (S&T) projects
  • Experience engaging with U.S. Military and government stakeholders at the GOFO/SES level
  • Strong analytical, communication, collaboration, problem-solving skills with the ability to adapt quickly and engage proactively


Preferred Skills/Experience

  • Active Secret clearance with ability to qualify for Top Secret clearance
  • Strong relationships with S2MARTS program, Microelectronics, and other relevant DoD stakeholders
  • Strong familiarity with microelectronics and semiconductor industry, technology, products, and services
  • Experience with microelectronics-related legislation and one or more of the technology areas in the context of supporting microelectronics technology
  • Demonstrated knowledge of the PPBE process, DoD organizational structure and budgeting process, OSD inter-office coordination, and communication protocols and ability to navigate organizational engagements

Travel:

Travel for this position is estimated at 20 - 40% dependent upon remote location
