Job description

The National Security Technology Accelerator (NSTXL), a fast-growing provider of acquisition services to the US Federal Government, is looking for an enthusiastic self-starter to fill the Program Manager role in support of the US Space Force’s (USSF) Space Enterprise Consortium (SpEC) Other Transaction Authority (OTA). NSTXL is the consortium manager for SpEC which delivers rapid and innovative prototypes in USSF’s key technology areas: Ground Control, Propulsion, Communications, Sensors, Defense Applications, Advanced Materials, Range Utilization, On-Orbit Operations, and Survivability. SpEC works with program offices across the DoD to help craft innovative prototype solicitations and then markets these to a wide variety of traditional and non-traditional companies within the consortium to propose solutions. The SpEC Program Manager will work directly with the SpEC Director, military, commercial, and academic stakeholders to help identify, secure and deliver solutions to the USSF warfighter.

Key Responsibilities

The Program Manager will support the Director in the growth of the program and with a focus on the tactical, day-to-day execution of the SpEC vehicle to ensure effective performance and program success. Responsibilities include coordination of Other Transaction Agreement (OTA) processes, insuring effective and efficient execution for the SpEC vehicle, coordination and transparency with different program stakeholders, and working to achieve the desired program outcomes and growth goals.

Roles and Responsibilities

  • Lead the day-to-day monitoring, tracking, and reporting on SpEC OTA activities (awards, solicitations, pipeline), ensuring accurate data on project management software ( as well as providing timely and accurate status to the Government customer
  • Ensure timely and accurate submission and completion of contract deliverable requirements to Government customer
  • Support, advise, and assist the Government customer with efficient and effective execution of the program
  • Identify, analyze, communicate, and coordinate risk mitigation approaches as issues/concerns arise during project execution
  • Serve as a liaison for program stakeholders which include not only Government client engagement but industry, consortium members, academia, and entities within the innovation community
  • Support the Director in interactions with Space Systems Command, Air Force Research Laboratory, and other applicable Government agencies
  • Assist with internal program coordination and communication
  • Identify and document “best practices” and processes to increase efficiencies across the program
  • Assist with program adaptions to included identification and implementation of changes to ensure program goals are achieved and NSTXL services are best implemented to fully support the client
  • Represent SpEC and NSTXL at commercial and Government conferences and meetings
  • Assist the Director in implementing vision, initiatives, goals, objectives, and strategies to grow the program and enhance the consortium member experience and increase Government customer satisfaction

Job requirements

Basic Qualifications

  • Bachelor’s Degree in software, engineering, business, policy, or related field
  • 6 (or more) years of program or project management experience
  • Active clearance at Secret-level (and eligible for Top Secret)
  • Detail-oriented with strong analytical and problem-solving skills
  • Strong oral communication skills demonstrated through experience working with diverse teams
  • Self-starter that can take initiative and implement innovative ideas
  • Advanced knowledge and experience utilizing the MS Office Suite (emphasis on Word, Excel, and PowerPoint) and project management tools

Preferred Skills/Experience

  • Experience and superior knowledge of OTA contract vehicles
  • 3 (or more) years of experience supporting DoD customers
  • Master’s Degree in software, engineering, business, policy, or related field
  • PMP, SCRUM, Lean Six-Sigma, or other continuous improvement methodologies in multi-functional project teams
  • Top Secret security clearance
  • Federal contracting/acquisition experience in both the Government and Industry


  • Hybrid (Remote + Office): Houston, TX and surrounding areas or State of Texas
  • Travel for this position is estimated at 25%

About Space Enterprise Consortium (SpEC)

The Space Enterprise Consortium (SpEC) was established in 2017 through the Air Force Space and Missile Systems Center. SpEC was created to bridge the cultural gap between military buyers and commercial space startups and small businesses through OTAs. The OTA’s innovative contracting process allows SpEC to solicit bids from a mix of member companies including companies that have not previously done work with the DoD. The SpEC OTAs mission is to work to:
