The National Security Technology Accelerator (NSTXL) harvests innovative technology from the commercial and non-defense marketplace, ensuring the development of better, cheaper, and faster defense capabilities. We offer a unique and simplified approach to rapidly develop, demonstrate, and assess prototypes that address a range of operational and installation needs, from individual Warfighter technology up to large-scale installation projects. NSTXL delivers technology to the Warfighter by serving as a one-stop shop to match government requirements with innovative private-sector and academic solutions.
Each of our OTAs is a distinct member-based not-for-profit with its own membership that is managed and serviced by NSTXL. Currently, our OTAs have more than 600 corporate, non-profit, educational, and financial institution members. For these members, NSTXL offers opportunities to bid on government contracts, education and training, and live/virtual forums on a wide variety of topics.
Job Description
The National Security Technology Accelerator’s Senior Contracts Manager will oversee the day-to-day actions of the NSTXL-managed Space Enterprise Consortium (SpEC) contracting team while administering a large portfolio of complex, Other Transaction Agreements focused on prototypes and other Research & Development activities.
The Senior Contracts Manager will report to NSTXL’s Director of Contracts and will supervise a team of Specialists and Administrators. The scope of taskings will generally include documentation reviews & approvals; cradle-to-grave contracting support; assisting with strategy development and risk mitigations; conducting market research to assess policy trends and impacts; and innovating business processes. The ideal candidate will possess a demonstrable understanding of Government contracts, have direct experience supporting the Department of Defense (DoD) acquisition lifecycle, demonstrate strong negotiation skills, and enjoy working in a mission-driven, dynamic environment.

About Space Enterprise Consortium (SpEC)
The Space Enterprise Consortium (SpEC) was established in 2017 through the Air Force Space and Missile Systems Center. SpEC was created to bridge the cultural gap between military buyers and commercial space startups and small businesses through OTAs. The OTA’s innovative contracting process allows SpEC to solicit bids from a mix of member companies including companies that have not previously done work with the DoD.
